Services for postgraduate students

The Badge is the identification document within the university structure and is mandatory for all those who are present in the health facility. Useful for accessing many services and for accessing the operating departments, it is issued by the Organisational Unit for masters, doctorates and specialised courses after enrolment.
At the end of the specialization, masters, doctorates and specialized courses must be returned to the Organizational Unit.

 It is possible through the I-CATT service to carry out the following operations:

  • Economic position control
  • Administrative position control
  • Control of exams taken
  • Self-certification of pre-filled enrolment
  • Insertion of the title of the final diploma thesis

Access to the canteens of the Faculty and the Polyclinic at a discounted rate at set times.
To obtain the facilitation, it is necessary to register annually for the services provided by EDUCATT.

The amount of the meal is deducted from the pre-loaded badge at the automatic cash machines located in front of the entrance to the canteen on the 1st floor of the "A. Gemelli" Polyclinic and in the atrium of the Biological Institutes.
In the event of non-registration for the EDUCATT Services, it is still possible to access the canteen service at full price.

Residents can take advantage of the gown service which consists of the provision of a gown by the Wardrobe Service, which carries out its replacement and maintenance (washing and ironing). The service is free of charge.
The Cloakroom Service through the vending machine delivers the gowns at "size" with the external wording Resident - Surgeon - Dentist and allows the delivery and collection of the same every day 24 hours a day.

F.A.Q. - frequently asked questions

What should I do after enrolment?
After enrolment, the office prints the specialist training contracts and prints the badges for the winners of the competition. Once ready, you will receive an email summoning you to sign the contract and collect your badge.


I am enrolled in the School, how can I request a certificate?
The administrative secretariat of the Specialisation Schools issues certificates

  • Uso Italia; two revenue stamps of 16 euros, (one for the certificate and one for the request);
    Proof of taxes paid in the calendar year: a 2 euro revenue stamp;
  • Foreign Use:
    for members: a revenue stamp of 16 euros;
    for those who have already completed the training course: a 16 euro revenue stamp and a 10 euro Mav slip.

NB please note that the Bambino Gesù Hospital falls into the category of foreign use.
Public Administrations cannot be provided with certificates but self-declarations according to any form available online.


What can I do on Icatt?
From your personal Icatt page you can:

  • Download the university fee bulletins: online secretariat section - summary of tuition fees. By clicking on the invoice number it is possible to view and download the Mav.
    Insertion of thesis application from the online secretariat section. The application can be entered within one week before the exam, while the thesis file can be uploaded within three days before. The online application must indicate the title of the thesis, supervisor and co-supervisor. In the case of an external co-supervisor, it is necessary to communicate the name, surname and tax code in order to enter it in the system.

How do I set the pincode on the Intranet (portal from www.unicatt.it)?
The first time you access the intranet, you are asked for a security pincode to download documents or set your bank details. To set it, you can enter the numbers from 1 to 6 and proceed with the insertion of a custom code of 6 digits. It is recommended to write it down for future operations.

Where can I find my payslips and cud?
From the site www.unicatt.it at the bottom of the page it is possible to access the Intranet with the icatt credentials (name.surname01 or 02 and password). In the Virtual Desk section at the top left it is possible to consult personal documents such as payslips and cud. To view and download it is necessary to set a security pincode: at the first access it is possible to enter the numbers from 1 to 6 and proceed with the choice of a personalized code always of 6 digits. NB It is recommended to keep the pincode in order to access the documentation at any time.

Do I have to provide my new bank details (IBAN)?
To change the IBAN it is necessary to access the Intranet-Zucchetti from the www.unicatt.it site. In the virtual counter section, you can click on the bank details button. To change them, the pincode is required.

What do I do if I forgot my pincode
In case of loss of the pincode, it is necessary to send an email to the segreteria.scuolespecializzazione-rm@unicatt.it address asking for the pincode to be reset. You will be notified as soon as a new one can be set up

Badges
The Badge is the identification document within the university structure and is mandatory for all those who are present in the health facility. Useful for accessing many services and for accessing the operating departments, it is issued by the Master, Doctorates and Courses Office. At the end of the specialization, it must be returned to the same office.
In the event of withdrawal from the course, it must be returned at the same time as the delivery of the withdrawal form, which has immediate effect.

I have lost my badge / The badge does not work
In the event of loss of the badge, it is necessary to report it to the competent authorities (carabinieri) and contact the secretariat to have a new badge issued.
For the issue of the new badge (in case of loss) a contribution is required for the duplicate (bulletin of 30.00 euros). In the event of a damaged badge, however, it is necessary to take it to the secretariat and request a replacement.
NB: in the event of a damaged badge, failure to return it will result in the payment of the slip of 30 euros.

What are the regulatory references governing the training of resident doctors?

What is the expected time commitment for medical residents?

As provided for by art. 40 paragraph 1 of Legislative Decree 368/99 "For the duration of  full-time     training , doctors   are  prohibited  from exercising   freelance professional activities  outside   the care  facilities  where   training   is  carried out  and  any  conventional  or  precarious  relationship with  the  health service   national  or  public  and  private bodies  and  institutions . The commitment required for  specialist  training  is  equal  to  that  required  for  full-time    medical  staff  of the National  Health  Service ,  ensuring  the  right  to exercise  the  intramural  freelance profession.

Furthermore, according to the Regulations of the Specialisation Schools of the Faculty of Medicine and Surgery "A. Gemelli", art 28 "[...] The hourly commitment required for doctors in specialist training is that required for full-time medical staff of the National Health Service (NHS) and includes assistance, frontal teaching, study and scientific research activities, as established by interministerial decree no. 68 of 4 February 2015 and subsequent amendments and additions. "A total of 38 hours a week.

What is the economic treatment provided for doctors in specialist training?

The doctor in specialist training is entitled to the all-inclusive annual salary (fixed part and variable part). This treatment is paid by the University in 12 monthly instalments deferred to the first working day of the following month and includes all contribution charges borne by the contracting parties and, therefore, both the two-thirds share borne by the University and the one-third share borne by the doctor in specialist training.

The remuneration due to a doctor in specialist training is exempt from personal income tax.

Does the contract provide for social security contributions?

The 2006 Budget Law (art. 1, paragraph 300) provided for the registration of doctors with specialist training contracts in the Separate Management, starting from the 2006/2007 academic year.

The same rules apply to doctors in specialist training as to coordinated and continuous collaborators regarding:

  • enrolment;
  • allocation of the contribution;
  • payment and reporting;
  • Financing rates, ceiling and contribution credit.

At the time of signing the specialist training contract for the first year, the doctor in specialist training must open his position as a parasubordinate worker (separate management) with INPS. The application for registration can be submitted:  through the www.inps.it website, by clicking on online services or directly at the INPS counters using the forms distributed at all offices, specifying your personal data, tax code, domicile, type of activity carried out, start of the activity and data of the client.

What does the contract provide for insurance?

Art. 41 paragraph 3 of Legislative Decree 368/99 establishes that "The health authority where the doctor in specialist training carries out the training activity provides, at its own expense, insurance coverage for professional risks, for civil liability against third parties and accidents related to the care activity carried out by the doctor in training in its facilities, under the same conditions as its staff".

What are the causes of early termination of the contract?

According to the provisions of art. 37, paragraph 5 of Legislative Decree 368/99, the following are grounds for early termination of the contract:

  • a) the withdrawal from the course of study by the doctor in specialist training;
  • b) the violation of the provisions on incompatibility;
  • c) prolonged unjustified absences from training programmes or exceeding the protected period in the event of illness;
  • d) failure to pass the tests established for the course of study of each individual specialisation school"

Is it possible to suspend the specialization course?

It is possible to suspend the specialization course only for periods of illness, maternity or parental leave, according to the provisions of art. 40 co 3 D.Lgs 368/99.

PROCEDURE FOR REQUESTING SUSPENSION DUE TO PREGNANCY

What does the contract on maternity leave provide?

The period of maternity leave normally runs from two months before the expected date of birth until three months after the birth.

Residents have the right to abstain from the month prior to the expected date of delivery up to four months after the birth (subject to certification from the competent doctor that does not harm the health of the woman or the unborn child).

Law no. 145 of 30 December 2018 (2019 Budget) in Article 1, paragraph 485, expands this faculty by giving the possibility of being able to extend the training period for all months of pregnancy and to abstain from it exclusively after childbirth within 5 months following it, provided that the competent doctor certifies that this option does not prejudice the health of the woman and the unborn child.  

During periods of absence, only the fixed portion of the salary is paid, while in recovery periods the full amount is paid, as provided for by art. 40 paragraph 5 of Legislative Decree 368/99.

Procedure Suspension for pregnancy

Initially, the state of pregnancy must be communicated to the Director of the School who will have to assign the resident to tasks that are not dangerous for the health of the mother and that of the unborn child without, at the same time, jeopardizing training.

In the event that, during pregnancy, the following should emerge:

  • pregnancy complications or persistent morbid forms that are presumed to be aggravated by pregnancy;
  • working or environmental conditions considered detrimental to the health of women and children
  • impossibility of moving the doctor in training to other activities (Articles 7 and 12 of Legislative Decree 151/2001)

it is necessary to activate the early interdiction process with the competent bodies (Territorial Labour Directorate or ASL – pursuant to Article 15 of Legislative Decree 5/2012 converted into Law 35/2012).

If deemed appropriate, following the relevant investigations, an early ban is ordered with respect to the normal period of compulsory abstention listed above (two months before the birth).

Maternity leave is mandatory by law, during the sixth month of pregnancy you must submit an application to the Specialisation Schools Secretariat indicating the periods of abstention (two months before and three after the expected date of delivery) attaching the certification of a specialist doctor of a public facility attesting to your condition with the expected date of delivery.

If, on the other hand, you wish to take advantage of the formula one month before and four after the expected date of delivery, the following must be attached in the application to the Secretariat:

  • certificate from a gynecologist of a public facility certifying, in addition to the state of pregnancy, that there are no health risks for the mother and the unborn child when the activity continues
  • certificate from the doctor responsible for the prevention and protection of health in the workplace (issued by health surveillance)

What does the contract on sick leave provide?

According to Legislative Decree 368/99 art. 40 paragraph 3, "Temporary impediments exceeding forty consecutive working days due to military service, pregnancy and illness, suspend the training period, it being understood that its entire duration is not reduced due to the aforementioned suspensions. The provisions on the protection of pregnancy referred to in Law No. 1204 of 30 December 1971, as amended, as well as those on the fulfilment of military service referred to in Law No. 958 of 24 December 1986, as subsequently amended, remain unaffected".

In the event of illness, regardless of its  duration,  the  doctor  in  specialist  training  is  required  to immediately notify the School Management and to submit to the same, by the day following the day on which the absence began, the relevant medical certificate.

Therefore, periods of suspension due to illness of more than 40 days must be fully recovered. According to the provisions of art. 40 paragraph 5, During the periods of suspension of training referred to in paragraph 3, the doctor in training is entitled exclusively to the fixed part of the salary limited to a  maximum total period  of  time of one year beyond those provided for by the legal duration of the  course.   In recovery periods, the full amount is paid.

To whom should I notify of suspensions due to illness of more than 40 days?

You must send an email to the Specialisation Schools secretariat by filling in the form for the suspension of specialist  attendance within two days of the start of the suspension period, accompanied by a medical certificate issued by the doctor of the NHS or by a public facility indicating the days of illness granted.

Does the medical resident have holidays?

According to the provisions of Legislative Decree 368/99 art. 40 paragraph 4: "Absences for personal reasons, previously authorized except in cases of force majeure, which do not exceed a total of thirty days in the academic year and do not jeopardize the achievement of the training objectives, do not result in interruption of training, and must not be made up. In such cases there is no suspension of economic treatment".

There are therefore 30 days of justified absence during the academic year.

What are the activities I can carry out outside the specialization?

Legislative Decree 368/99 art. 40 paragraph 1 provides that "For the duration of full-time training, doctors are prohibited from exercising freelance activities outside the care facilities where training is carried out and any conventional or precarious relationship with the national health service or public and private bodies and institutions".

Therefore, the doctor in specialist training cannot carry out any external activity, except for those provided for by law following the amendments made to Legislative Decree 368/99 by Law No. 448 of 28/12/2001 [2002 Budget] art. 19 paragraph 11 and DL 81/04 converted into Law no. 138 of 26/05/2004, art. 2-octies.

On the basis of the aforementioned provisions, the specialising student, without prejudice to the principle of respect for full-time, may:

  •  to replace general practitioners affiliated with the National Health Service on a fixed-term basis;
  • be registered in the lists of the night, holiday and tourist medical guard, but employed only in the event of a lack of availability of doctors already registered in the aforementioned lists.

Can I carry out training periods in facilities outside the training network?

Art. Article 40, paragraph 6 of Legislative Decree 368/99 provides that "In the context of integrated didactic-scientific collaboration between Italian universities and universities in foreign countries, specialist training may also take place in health facilities in the aforementioned countries, in accordance with the doctor's personal training programme and on the recommendation of the school council, without prejudice to the provisions of Article 12 of the Decree of the President of the Republic of 10 March 1982, n. 162".

According to D.I. no. 402/2017, Annex 1 article 1.2 "[...]   in order to perfect the training, the School can make use of the support of additional structures outside the training network, both Italian and foreign, for a total period of attendance not exceeding 18 months."

It is therefore possible to carry out a period of training in Italy or abroad at facilities not included in the training network, in accordance with the personal training program of the doctor in specialist training.

It is necessary to ask the Director, with an application accompanied by a "training project" drawn up on a special form, to attend Italian or foreign institutions outside the school's training network for no more than 18 months throughout the course of study, in order to acquire particular experience or methods.  The request is approved by the School Council, subject to verification that the selected structures meet the requirements that do not jeopardise the basic training of the doctor in specialist training.

Insurance coverage for professional risks, civil liability against third parties and accidents to third parties related to the care activity carried out by the doctor  in  specialist  training  at  the  external facility, as provided for by art. 41, paragraph 3, of Legislative Decree no. 368/1999, is the responsibility of the structure itself or, in the event of non-acceptance of the same, is the responsibility of the doctor in specialist training.

Can I perform occasional services?

No, if inherent to one's profession.

Occasional services are regulated by Legislative Decree 276/2003, according to which for certain categories it is possible to carry out "services of a total duration not exceeding thirty days during the calendar year with the same client, unless the total remuneration received in the same calendar year is greater than 5 thousand euros" (art. 61 paragraph 2).

Resident doctors are excluded from the categories that can perform occasional services. According to the aforementioned paragraph 3 of art. 61 of Legislative Decree 276/2003  "Intellectual professions for the exercise of which registration in special professional registers is required are excluded from the scope of application of this chapter [...]".

Therefore, it is not possible to carry out any medical activity receiving compensation as an occasional service.

Failure to comply with this provision may be cause for early termination of the contract, as provided for in art. 37 paragraph 5 "The following are grounds for early termination of the contract:

  1. the withdrawal from the course of study by the doctor in specialist training;
  2. the violation of the provisions on incompatibility;
  3. prolonged unjustified absences from training programmes or exceeding the protected period in the event of illness;
  4. failure to pass the tests established for the course of study of each individual specialization school."

Can I have a VAT number?

It is possible to have a VAT number only to invoice the services required by law (intramural activities, replacements of general practitioners and night, holiday and tourist guards)

I have already obtained a medical specialization, can I participate in the competition to obtain another?

Yes. Currently, there are no limitations to the number of specializations that can be obtained. However, you can ascertain whether or not you are able to do so when the call for applications comes out

Is it possible to attend postgraduate school and another course of study at the same time?

As established in art. 142 of the Consolidated Law no. 1592/1933, simultaneous enrolment in two university courses is prohibited. Therefore there is incompatibility between school attendance and the following courses:

  • another Postgraduate School
  • Degree programmes of any type and level
  • Doctoral programmes with the exception of holders of specialist training contracts enrolled in the last year of a postgraduate school
  • Master's degree (level I or II)
