Risk prevention in Metro4 construction sites between anti-mafia checks and new technologies
In 2024 alone, the turnover of public procurement in Italy was more than 270 billion euros (ANAC, 2025). An engine of growth but, at the same time, an opportunity for infiltration for criminal organizations. Despite the relevance of the topic, knowledge on how anti-mafia prevention activities and checks are carried out in reality is still very limited.
It is for this reason that Transcrime – a research centre of Università Cattolica – and its spin-off Crime&tech together with Metro4 S.p.A. have produced the first empirical study in Italy on legality controls in a 'Great Work': the construction of the blue line of the Milan metro.
The study will be presented on 3 December 2025 at Università Cattolica. An analysis carried out on more than 1300 companies, almost 4500 contracts, 16000 workers. We will discuss the strengths and limitations of the anti-mafia verification system, the importance of sharing the culture of legality at all levels, the role of new monitoring technologies and risk assessment models.
